No I am not being paranoid. This is what the instructor told us as he was preparing us for the test. Each state collects money every time you get yourself licensed to sell insurance in their state. Therefore, if you fail it, you give them more money. This means it is in their interests to keep you from passing. This is a good thing for them and a bad thing for you.
